First Deputy Mayor ensures the enforcement of the powers of the City of Poznan towards the Municipal Headquarters of the State Fire Service in Poznan and Headquarters of the Poznan Metropolitan Police. First Deputy Mayor cooperates with the following standing committees of Poznan City Council:

  • Education Committee
  • Spatial Planning and Regeneration Committee
  • Transport and Housing Policy Committee
  • Local Cooperation and Public Order Committee
  • City Promotion and External Relations Committee

Scope of Responsibilities:

Responsibilities of Deputy Mayor of regeneration and development of the City, EU funds, public safety, tourism, education, transport and international cooperation include:

  1. coordinating and monitoring the implementation of tasks specified in the Municipal Renovation Program and Integrated Downtown Renovation and Development Program from 2014 to 2030
  2. initiating and supporting the acquisition of structural funds from operational programs at regional and national levels and from the community institutions of the European Union
  3. supporting project management with regard to coordinating and monitoring
  4. public order and security, cooperation with the Police and fire service as specified in separate provisions
  5. assemblies, civil defense, defense matters (including obligation of common defense), unusual and extraordinary threats
  6. promoting the City of Poznan in the field of developing urban, cultural and congress tourism
  7. educating children and youth
  8. operation of the municipal institutions specified in the announcement of the Mayor referred to in the Act on Educational System
  9. road transport/infrastructure and bike lanes
  10. preparing technical infrastructure development programs for the City of Poznan; in particular, for city roads and public transport and their implementation
  11. supervising program implementation in accordance with a separate regulation governing the strategic management of the development of the City of Poznan
  12. development strategy for the City of Poznan, forecasting and planning its social and economical development and preparing analyses regarding the social and economic situation of the City of Poznan and reports on the condition of the City of Poznan
  13. developing and promoting Poznan as an attractive city for young people and as a strong academic and scientific center
  14. coordinating the implementation of 2025 Poznan Youth-Friendly City Policy
  15. international cooperation in terms of contacts between Poznan City Hall and foreign cities and towns, institutions, organizations and sister cities, as well as the participation of the City of Poznan in domestic and international cooperation networks between cities and regions
  16. organizing the cooperation between the City of Poznan and foreign countries
  17. cooperating while developing and implementing long-term financial forecasts, like investment forecasts
  18. coordinating the evaluation of creditworthiness of the City of Poznan
  19. supervising the execution of programs in accordance with a separate regulation governing the strategic management of the development of the City of Poznan

Born May 7, 1978 in Poznan. Resident of Rataje district. In 2002, he graduated from the master's program from the Faculty of Political Science at Adam Mickiewicz University in Poznan and in 2007 from the Faculty of Law at Adam Mickiewicz University.

In 2013, he completed The Organization and Management in Public Administration postgraduate studies at the University of Economics in Poznan. 

Graduate of the School for Young Social and Political Leaders in Warsaw (1999). In 2014, he was vice president of Fundusz Rozwoju i Promocji Województwa Wielkopolskiego S.A. (Wielkopolskie Province Development and Promotion Fund, a joint stock company).

From 2012 to 2014, he was a lecturer at School of Humanities and Journalism in Poznan. Since 2017 he has been teaching postgraduate students at the Faculty of Political Science and Journalism at Adam Mickiewicz University.

From 2008 to 2014, he was on the Advising Team for Piotr Florek - Wielkopolska Voivode; among others, he was engaged in organizing the United Nations Climate Change Conference in Poznan in 2008 and meetings under the Polish EU Council Presidency held in Poznan in 2011.

From September 2006 to February 2008, he was assistant to Dr. Filip Kaczmarek - the Member of the European Parliament - in the Poznan office.

From 2003 to 2006, he worked in Poznan City Hall and organized Municipal Internship Program - the very first program in Poland.

In 1998-2000, journalist of the dedicated sports section of "Gazeta Poznańska". 


Public activities:

  • In 2018, he was elected, for the fourth time, by the inhabitants of Rataje, Żegrze, Starołęka, Głuszyna, Pokrzywno, Krzesiny, Dębiec, and Świerczewo districts municipal councilor for the fourth time, obtaining 8,120 votes (the third result in Poznan); he resigned from this position as he was nominated for the position of Deputy Mayor by Jacek Jaśkowiak, the Mayor.
  • Since 2015, he has been representing the City of Poznan in Poznan Tourism Organization (PLOT), being vice chairman of the PLOT Council.
  • In 2014, he was elected, for the third time, by the inhabitants for the position of the municipal councilor (the second result in Poznan). On December 10, 2014 as he assumed the post of Deputy Mayor he resigned from the function of municipal councilor.
  • From 2010 to 2014, he was councilor of the City of Poznan; chairman of the Regeneration Committee, vice chairman of the Public Order Committee, worked in the Physical Culture and Tourism Committee , Self-Government Committee and acted as the vice chairman of the Civic Platform Councilors Club.
  • From 2006 to 2010, he was councilor of the City of Poznan; vice chairman of the Public Order Committee, chairman of the Ad-hoc Auxiliary Unit Reform Committee, worked in the Physical Culture and Tourism Committee, Environment Protection and Regeneration Committee and Ad-hoc Statutory and Regulatory Committee. Also acted as the secretary of the Civic Platform Councilors Club.
  • From 2001 to 2010, he was elected by the inhabitants of Żegrze housing estate Councilor three consecutive times
  • From 2004 to 2006, collaborated with Dr. Filip Kaczmarek - Member of the European Parliament
  • From 2005/2006 to 2014, ran the Citizens Advice Bureau at the Parish at Stare Żegrze housing estate
  • In 2004, cofounder of the Poznan Academic Business Incubator (member until 2013)

  • From 2001 to 2003 - Chairman of the National Board of the Independent Students' Association (NZS)
  • From 1997 to 2001 - Chairman of the NZS at Adam Mickiewicz University (AMU) (re-activated NZS after 4 years of its discontinued activity)
  • From 2002 to 2005 - member of the Council of the Polish-German Youth Cooperation - established by the Council of Ministers
  • From 2001 to 2002 - member of the AMU Academic Senate - a representative of students
  • From 2000 to 2002 -  member of the Social Sciences Faculty at AMU - a representative of students
