A prominent statesman, Czech politician, lawyer, educator, historian, writer and translator. He is called one of the founding fathers of the contemporary Czech politics and constitutionalism. In the years 1990-1992 he was the prime minister of the Czech Republic within the Czech and Slovak Federal Republic, and in the years 1996-1998 and 2000-2004 the president of the Senate. He graduated in law from the Charles University in Prague. In the 60s he was a member of the Communist Party of Czechoslovakia, from which he left in 1968 in a protest against the intervention of the Warsaw Pact troops. Professionally associated with his home university as an academic teacher (until 1971). He was also the editor of the "Literární noviny" cultural magazine, an employee of a water supply management company and a lawyer at the Czechoslovak Academy of Sciences.
