The entry into force of the Master Plan represents one of the key moments in Poznań's current spatial planning system. This document lays down uniform guidelines to be enforced throughout the city for local development plans and planning decisions. It integrates a long-term development vision with binding decisions that provide a benchmark for further planning and investment activities.
The Master Plan, also known as a general plan, has replaced the existing master plan (studium uwarunkowań i kierunków zagospodarowania przestrzennego), which lends the spatial planning policy a new quality and enhanced consistency.
Poznań to lead large cities
Poznań has come as the first large city in Poland to have its Master Plan entered into force. Adopting the document means we choose transparent decision-making and plan growth in a multi-year perspective. Far from resolving all future investment projects, it provides a framework for the orderly and responsible development of the capital of Wielkopolska.
The new regulations increase the transparency of investment processes. They explain the operating conditions clearly to project and property owners, reducing the risk of any rules changing in the course of their projects. On the other hands, residents will have greater confidence that their immediate surroundings develop in a good direction.
The clearly defined principles help reduce spatial conflicts, thanks to key decisions that are to be taken at the planning stage rather than in response to individual applications.
Ensuring continuity of planning decisions
The Master Plan in force ensures the continuity of the property investment process in the city. Failure to adopt this document would have resulted in a halt to the adoption of new local development plans and the issuing of permissions in future. In fact, the document provides a framework for the further operation of the planning system of Poznań.
The Master Plan organises the relationship between spatial planning instruments and reinforces the consistency of decisions made by the City. It identifies areas of concentrated development and other areas that need preservation or enhancement of existing natural and functional values, enabling the more effective implementation of spatial policy.
Master plan in the form of geospatial data
The Master Plan of the City of Poznań has the form of geospatial data. The City Planning Office (Miejska Pracownia Urbanistyczna) has prepared a dedicated map website in order to facilitate access to the document.
The website allows you to view the Master Plan entries for the entire city, including the planning zones, the special inner city development area or the areas with no local spatial plans adopted. Selecting a site on the map will display detailed information, including zone name and designation, the date of valid regulations, functional profiles or basic development parameters adopted in the zone.
